Irony du Jour
Federal agencies located in Washington, DC contend that they shouldn't be required to pay fees associated with new federally-mandated DC environmental stormwater regulations designed to help restore the Anacostia River. The dispute apparently hinges on whether the Impervious Area Charge is defined legally as a tax or a fee.
