The Federal Clean Water and Drinking Water State Revolving Funds

As the White Paper explains, the Clean Water State Revolving Fund is a Federal loan assistance authority for water quality improvement projects that provides loans for the construction of municipal wastewater facilities and implementation of nonpoint source pollution control and estuary protection projects. The Drinking Water State Revolving Fund is largely patterned after the Clean Water State Revolving Fund program and is designed to assist public water systems with financing their infrastructure costs of achieving or maintaining compliance with the requirements of the Safe Drinking Water Act.
